FireOS command line operation

I am hoping to get some help tapping into my FireTV VLAN installation via command line from a win7 machine. I'm no linux expert but usually can get around, until now :)

The goal is to stream and record from http audio on the Amazon FireTV (FireOS android fork).

My problem is the adb shell from Windows returns the following:

shell@android:/ $ vlc
vlc
/system/bin/sh: vlc: not found

cvlc returns the same :(

I don't have root, but I wouldn't think that is required to run a vlc script. I can't proceed with a script if the system rejects me!

VLC for Android is an Android app, not a command line executable.
