Bluetooth streaming to Windows

I got it to work one time to stream from my phone to my laptop running Win 7 x64, but the controls on the laptop wouldn't work to pause, skip or anything else. Phone is a Sprint Motorola Photon Q with Android 4.1.2. (Sprint's version of the Droid 4 with a faster CPU but crappy cameras and a keyboard that either misses letters or doubles, triples and even quadruples letters.)

If you mean using the computer as a bluetooth controller, it should work if the Android OS can connect properly. VLC requires the Android system to have set up a stable connection to use it.
