fixing audio issues

when I try to watch some of the videos I've downloaded from the internet, the audio levels can be so low that when I am using headphones, its so faint that nobody could ever hear it. I've had this issue with VLC's nightly betas, and the built in player that came with my Nexus 7 (2012). is there a way to fix this issue when it happens? I've been perplexed by this for months, and sometimes, I tend to wonder if this is just an issue with some headphones I've used in the past, or if the file needs the audio to be normalized... any suggestions? thanks for the help

It's probably an issue with the files themselves, if you have low audio levels on any player.
