Google Playstore doesn't allow getting

Hello,
Does anyone know why the Google play store won't allow getting "VLC for Android Beta" in the US for the Motorola Droid4? The message is "This item cannot be installed in your device's country"

I got this version and agree that it seems better. But still---why is the other version blocked from US users?

I have read the whole page of tweets but nothing explains why US users cannot download can you please elaborate??
