streaming YouTube video freezes

When I stream a specific YouTube video it freezes every 5 - 10 seconds for 2 - 3 seconds throughout the duration of the video. I don't have this problem when playing other YT videos. The problem doesn't occur when playback speed is set to 60x or lower.

Developers will surely ask for more information on that specific video, especially a link to it. It seems clear that this is a performance problem: That video must be so massive (a.k.a. high-definition) that transmission is overwhelming either your internet connection or the processing power of your device; bottom line, you can't transfer and process the bytes fast enough to play it in real time. See what happens if you download it to local storage and play from there.

I am having a similar issue. When I stream https://youtu.be/OqvD4NC-s9E it freezes and pixelates. This video has problems on two laptops. I doubt that it is a performance issue. But anything is possible. Here is system information. I am not using the graphics from the CPU but a NVIDIA graphics card described below. The video runs fine in the Edge and Chrome browsers.
