Play/Pause behavior when receiving stream

So these things have been a small annoyance for some time, but I'm not sure who's fault it is and I am sure that blaming anyone is inappropriate. :)

I use icecast2 to make an ogg stream that my phone can receive so I can hear my music in the car. Naturally the audio comes from 4G, through VLC, and out bluetooth to the car stereo. There are a few UI issues with this:

  1. When I turn off the car, the stream stops. Is it possible to alter this behavior so the stream does not stop?
  2. The car's play/pause controls do not restart the stream when the car is restarted. I have to actually use the play button on the phone. Why?
  3. I've tried to turn off hardware decoding so i can affect the stream buffer. My theory is that a larger stream buffer would reduce the audio dropouts that come as a likely consequence of moving between cell towers and hitting dead zones. This has never worked perfectly, but a 10 second buffer seems to help with this some. Is there anything else I can do here? (I am aware of an icecast2 burst setting which I plan to alter soon.)
