Unseekable stream - Android vs Windows

yes, I know this is an old problem and often answered, but some questions still keep bugging me.
When watching video's from my in-house mediaserver on my Android phone and tablet (using for exemple VLC v. 3.1.7), I can often not 'fast-foward' or jump to somewhere in the movie. Extremely annoying as, after every interruption, I have to re-start from the beginning.
VLC courteously informs me of the problem: 'unseekable stream'. So I looked up the discussions on that subject and learned about missing 'index' data and ways to add them to my video files.
Now that's all well and good, BUT this question remains: why do I NOT have this problem on my (windows) notebook? I can jump to anywhere in the movie and quite fast too. This doesn't rime with the explanations I red for this error.
It's apparently not a simple 'bug' since a) the problem, has been persistent for many years and b) all players I tried under Android have this problem and (almost) none of the windows-players.
Are Android versions simply dumber or less capable then their windows counterparts?

BTW, If you're wondering about my video files I'll happily provide details, but the point is that the 'unseekable stream' message appears with most of my files (not all) and I am mainly interested in the difference between the Android and Windows versions.
Although I should maybe mention that all problematic files have the extension .tc, which has no bearing on the actual format of the file.
