I can confirm. VLC for OSX and Linux can detect change of ID3 metadata in the stream, but recent 1.6.x VLC for Android does not. VLC for Android 1.3.2 (revision 8ebcc4b 2015-04-30) does not have this bug.

Steps to reproduce:
Start VLC for Android. Start VLC for desktop. Mute one of them.
VLC Android: hamburger, Stream, enter "
http://23.27.51.2:6699"
VLC Desktop: File, Open Network..., enter the same URL as above.
Check that both have detected the music metadata
Wait for the song to change.
Check titlebar for VLC for desktop, see it changed.
Check statusbar for VLC for Android, see it didn't change.
On VLC for Android, tap the button labeled with the URL of the stream (restart the stream).
See the statusbar for VLC for Android changes to match currently playing song.
