Play BBC URL on VLC

As I use a HP Laptop and windows 8.1, is this considered an Android problem? If not where should it, and all my VLC Problems, go?


I can play a URL e.g. http://www.bbc.co.uk/radio/player/bbc_radio_four_fm, in Chrome, but I would like to store it and play it in VLC. As a beginner I need detailed step by step procedures.

I start by:
copying the URL on to the clipboard;
opening VLC;
clicking Media -> Open Network Stream;
pasting in the BBC URL above;
clicking Play.

Then nothing happens.

Please help.
