Streaming video from android

Is there any way to stream live video footage from an android to a PC, like using the android as a web cam wirelessly.

Further to this thread, there is a roulette computer device at http://www.hybridroulettecomputer.com but it runs on java devices in combination with windows pc. I am in the development project and we are converting it to run on android devices, or to use the android device like a webcam using the streaming video from it. Is there any source code for VLC that we can use for this? or even better an app that already does this? One issue though, the streaming video needs to be perfectly smooth because the application needs to take timings from the movement in the video so we need the accuracy in frame rates

Okay!! can we use VLC to take snap shot (MJPEG) from front or rear camera and stream it to website?like norton mobile do it with sneak-peek facility
