Lenovo idea tab and the Google play store problem

The google play store says this app the vlc for android beta is incompatible with your lenovo idea tab a2109a.
This item cannot be intalled in your device's country.
I'm in the united states.

Is the United States the wrong country or is the Idea Tab a 2109a Tegra 3 processor the wrong processor or is there a problem with the google play store.
