is country limitation VLC's fault or Google Play's?

I can't D/L VLC from GooglePlay because it tells me the app is not allowed in my country. I'm guessing this is because I have a Chinese (Onda vi40) tablet, even though I'm sitting in the good old USA, as is my Google account. Does anyone know whether this is a bug at VLC's end or at Google's place? Identifying a device's location (country) by the manufacturer and/or the version of Android installed is clearly incorrect.

It's based on the device location.
VLC for Android is currently not distributed in the US for various reasons. Probably later this year though…

If it's not there because of US patent problems, I think we've got a while to wait....
