Playing a remote file

Hi,
i'm using the vlc AxAXVLC.AxVLCPlugin2 in a visual basic form.
i'd like to play a remote file like http://localhost/file.wmv running IIS 7.0 on my pc, but when i give the comand video.playlist.play(), after adding the url to the vlc control, the file doesn't run.
what am i doing wrong?
