building VLC ActiveX control

hi guys,
I'm a total newbie and I've tried to follow the procedure to building VLC from the source code in Windows(http://wiki.videolan.org/Win32CompileMSYSNew)... but still can't get it to build.
is there an update on the build procedure somewhere? I can't get past where I'm supposed to update the autoconf, automake and libtool, libtool fails because it can not find an "acceptable C compiler in $PATH" all the previous steps worked.
I am trying to build the code so that I can TRY to add methods that would expose mouse events. I have a VLC player embedded in a web page and need to create a small rectangle overlay on the video window that's supposed to activate a zoom region in another embedded control... maybe there's a way to do this without having to build the source code.
I'd appreciate any help.
