create new socket

hi!! I use window and i want to create a socket on the localhost on the port 6500 for connecting to vlc end give to it some command like pause.
on the command line i use this command: vlc "C:\Desktop\PulpFiction.avi" --rc-host 127.0.0.1:6500 but i can't connect because the socket isn't open.
someone can help me??
