sth like vmem but with encoded data required

I need to write a program in c# that sends a live stream from a video card using modified rtp protocol. My question is how my program can obtain encoded data from libVLC. Don't be too hard to a total newbie in this matter.

Why don't you play the rtp from vlc?

One of the reasons is becouse I have to encrypt the payload.
