Compiling for Console Platforms

I'm working on a project that will be on windows, Xbox one/series, switch, and PS4/5. The wiki page for libvlc here: https://wiki.videolan.org/LibVLC/ says that libVLC works on at least the PS4/5 and Xbox, but I'm unsure how to go about compiling it for said console platforms. Is there a protocol for that, or a different source that requires authorization to access, similar to how other libraries work on consoles?
