Is VLC my best answer? (Advice to a newbie please)

I wanted to programmatically use VLC to STITCH TOGETHER VIDEOS (join the videos end-to-end) so they could be viewed in one file. (Like Foobar does for Audio files.)
After I got started, I noticed that to use VLC, there is a huge number of co-dependancy libraries that I have to download. (as per the list on https://wiki.videolan.org/Contrib_Status )
That would have been okay if I was using my Linux/Ubuntu os. (Due to the provision of the one-command install provided on that webpage.)
But as my code has to be compiled for mainly Windows and secondarily Mac, but almost no Linux, it would seem that I have a huge problem. Visual Studio then becomes a preferred IDE. This then means setting up the libraries looks a Herculian task just to use VLC in my code to get virtually one command to happen (i.e. the sequential joining of high-quality (AC3) videos).
Can someone with a better knowledge /understanding of the situation, please give me some advice on the best way to proceed? (Please! :( )

Is there a good IDE to use that will give a good solid complied program in Windows environments? (I have not been using Ubuntu for long and from what I read Monodevelop is not the answer. But you may know a good way. Or is there an easy way to set up VLC in Visual Studio for this one command ? (That would be great!) Or am I barking up the wrong tree trying to use VLC?
