build from source problem.

Hello to all the vlc and libvlc team,

Just a little suggestion instead of maintaining a github repository only for source.

Could you make a solid freeze like opencv does from the source which doesn't change ?

Because I failed to build libvlc from source several time on Windows,

But I success with cross-compilation using Linux.

Once the libraries installed on Windows my program doesn't work with MSYS2,

but the package provide by pacman from MSYS2 work's well into the MSYS2 installation.

The problem is when I start preparing my program for distributing (An executable + all required *.dll into a folder + needed dependencies), it doesn't work at all: libvlc_new(...) return NULL in every case, I have try everything and the MSYS2 team seems to ignore the problem...
