VLC - Audio Device Controls

I wasn't sure where this question fit in the current forum topics. My apologies if this location is incorrect.

I have my computer connected to multiple TVs and monitors all in one room of my house. One of the features I really like is the ability to choose within the VLC player which audio device I wish the sound to be actively playing.

I wondered if it was possible to have this type of drop-down Audio Device list in other programs. i.e. Google Chrome. Is this something that can be tied to the OSes contextual menu system?

If this doesn't exist, am willing to help anyway I can. I can definitely write requirements and do research where necessary. I have some application development experience but my forte is database development and data modelling. Not sure how much I could help with a project directly with coding as I have only dabbled with OO programming.

The OS provides the list of devices. VLC creates the drop-down menu accordingly.

Refer to your OS SDK documentation for details.
