Best way for adding an image-processing filter to vlc

Hello,

I want to write an addon / plugin to vlc - that based on image-processing (probably in open-cv) will skip frames,

What is the best way to do this?

should I write a filter/plugin (are they the same thing) - can I use a lua script, are there any other options?

Does anyone have a good starting point - or tutorial to guide me.
