Chopping video width sound

I've made a Python program chopping a video according to information in the video pictures.
But I've used OpenCv, so the audio is not included.
Can I use VLC instead, since it splits audio and video?
I suppose the problem will be chop audio and video in the same possition / at the sam time.
I'll manipulate the video pictures to, but I suppose that not to be any problem.
