Play XOR encrypted Video....

Hi, I'm new in this forum and have one question:

I want to be able to play a xor encrypted Video. What is the easiest way to achieve that?
A custom access module? How complicated will that be?
I understand VLC can't do this per default.

I have done projects in c, but it's not my main playground. I usually use Java and PHP.
Is there any chance that I can get this done?
