Are all char* strings Utf8 ?

Hi
I just noticed that path parameter of:

libvlc_media_t *libvlc_media_new_path( libvlc_instance_t *p_instance, const char *path );

is expecting Utf8.

Is that the same in all places where char* are used ?

Are there any documentation with that kind of details ?
