following the instructions to install the win32 toolchain at https://wiki.videolan.org/Win32Compile/#Obtaining_the_toolchain

which results in

I tried installing winehq to no effect.
fresh install of Ubuntu 16.04.6 in VM BirtualBox.
I'm a total Linux noob. Any clues?
