vlc-2.2.4/vlc-2.2.6 compile with VS2013/VS2015

I'm very great to see you, again.
This is new version to make for viesul studio. ^^
I'm happy to give new version.
Most of use library is not new, but it will be works.
I hope, it help to debug or study. ^^

When you use VS2015, at first don't upgrade project, because I was to make version of V120.
If your VS2015 is not support 2013, it is not to compiled.
