Subtitle Accessibility

Hello,

I was wondering if there is a way or place to access the text of a currently displaying subtitle (or right before it displays) during video playback.

I want to grab the text and read it out (using text-to-speech) in windows when it pops up. I am fairly new to both the forum and still unfamiliar with vlc's code and api so any help or suggestions would greatly be appreciated - I hope this is the right place to ask this question.
