Starting h264 at specific frame or time

We are adding video to one of our applications. The camera takes videos in .h264 format. We also receive an xml file with timestamps/frames with each file. We know the time we need the video to start at. Is there anyway or code example to start a video at a specific time?

For example user1 crosses a threshold at 8:08:32. We know this in our code already. I want to look him up and click a button to view the video at that time.

Any help is appreciated. Hope this is in the correct place in the forum. OH I gravitated towards VLC, because the player came with the camera.

I should add, our camera saves three files. .xml, h264 and .au. Thanks
