Which Qt and mingw will work with current libvlc?

Hi, so, i want to program a bit with libvlc, but i just can't get it to work- i keep getting weird errors like the one here, so maybe someone can just tell me what might work? I tried cross compiling on ubuntu, but while i managed to compile vlc for ubuntu cross compiling just fails. So, which qt and which mingw will work with libvlc provided with the current version on windows 8.1? (2.1.3)

VLC 2.1 requires Qt 4.6.0 or later, and less than 5. Qt5 is only supported on VLC 2.2.
