Android - DVB & VLC

Hi,
I am wondering if any of you already come across the following 'setup' :
- a specific DVB-T dongle that could be plugged into any android device
- an android application acting a TV player using libvlc

To be able to create such an application that could work on any android devices without rooting them, as fas as I undertstood one would need to port the DVB-T driver on java layer using USB host API (or may be use the driver in C through JNI) but I do not know what would be the good input interface to feed vlc with the TS packets:
- a TS 'raw' interface (if it exists)
- a TS over IP by encapsulating the TS in IP/UDP/RTP for instance and sending them locally

(I also read that some android device vendor may have a kind of white list to allow (or not) 3rd party usb driver )
