What's the function of pf_packetize?

Before DecoderDecodeVideo, the block data needs to be packetized. Can anybody tell me why should we do that? What is the purpose?

Some decoders need the data to be packetized if the demuxer does not preserve packet boundaries. This is very codec-dependent; please check the codec specifications for further details.
