i have a problem with starting vls and port

when i tiping i terminal vls hi give me a respons like this

2005-03-22 12:06:42 [ERROR/Vls] Telnet server initialisation failed:
Error: Unable to bind to 0.0.0.0 on port 9999: Address already in use
what i can do??????????????
