Video Lan Configuration

Hi!
I am using VideoLAN 0.8.1 on the SuSE 9.2!
I am streaming the steady jpeg images as a continunous stream
( ./vlc -vvv http://80.240.228.233/liveimgs/cam4_camera007_233.jpg :sout='#duplicate{dst=std{access=http,mux=ts,url=xxx.xxx.0.220:8080}}' --http-continuous )
The question is: Does VideoLAN supports detecting if the input source is not available and to do some action, like open fallback input source (different URL) and send a mail to the responsible person.
If this is possible can, could this be done via the configuration file (<EMAIL>support@asfinag.at</EMAIL>)?
Does VideoLAN reads anything at all from the config file and where to find it?
