TV TUNER LAN with VLS/VLC ????

I have a project.. but i'm surely confused
I am newbie ... so i very need help from all people who can solve my problem...
Is possible if I have project make TV Lan Online.. ?????

In Server i haveTV TUNER Card, can i use /play TV it with vlc/vls?? so i can do streaming and then client host can have TV view like at server ??
Thats my problem ... please .. i need your help ???
