WMP takes long time to buffer....

I'm trying to set vlc to stream a video from my webcam. Everything works fine. But WMP takes very long time to buffer my stream from vlc and very delay playing. I use my webcam as an input device and let vlc streams through http protocol(127.0.0.1:1234). Buffer is set to 1ms, asf container,video codec is wmv2@128kbps. audio codec is mp3@64kbps 2 channels, TTL=1. I want my system to play in real time. Any suggestion please??
