AS per the thread title, If I want to use live sat tv as the input and that input material has 2 x soundtracks, is it possible to stream this content - with the english (secondary) audio stream to compliment it?

I had a same problem (multiple streams), you should look out the VideoLAN Streaming Howto (available here: http://www.videolan.org/doc/streaming-howto/en/)!

It's got a bunch of information of different VideoLAN function, helped me fix many problems when I didn't understand!
