tiggerring ifttt when playing a video

Hi,

I'm wanting to turn off and on my LIFX light bulbs when i play a video on my PC using VLC.

If i can run a .BAT file when a video play, i can sort the rest out by creating a web request to ifttt which will trigger the lights.

Has anyone got any clever ideas on how to accomplish this?
