An Animation overlay

So I am opening a restaurant; and we have a projector screen that will be playing various music videos. I would like to create a digital menu. I have made the animation in cs6 and it is just a scrolling menu. I am looking to play a list of videos, and have this just on the bottom part of the screen, it can be on top of scaled. Is there a way of implementing this through vlc or should i consider other avenues (If i can find any ;P) ?
