what does pause in playlist do?

If one enters in a playlist:
vlc://pause:20

The video will pause 20 seconds. My question is:
Is blank video being sent to the display or is the video being shut off during the pause?
The video projector used for the display can detect no video and goes into standby. It then requires 7 seconds to warm up again. We do not want that to happen. If a video signal is being sent to the projector during pause everything would be fine.

VLC 1.1.12.

It does not keep video.
