Conform 60FPS to 30FPS within VLC Convert?

Is it possible to take a video source that is 60 Frames per second, and convert it to 30 Frames per second while keeping all the frames, thus making the video play 50% slower within the convert function? I've tried directly converting the material but so far it appears that it just drops a frame and makes the video play at 100%.

Trying to smooth out some video shot with my GoPro.

No, I don't think this is doable with VLC.
