Set a Streaming Delay

Hi Everyone,

I know this is a bizarre request, but is it possible to set some kind of setting that will cause VLC to put a delay of about 30 secs on a stream???

For instance you were streaming something to a application, but you wanted it to have a delay, just enough so an administrator could watch the stream without the delay and send a message to the application to stop showing the stream if something on the stream was inappropriate?

Enable caching perhaps. On my rebroadcasted stream, I just tried setting it 30000 and only see a 10 second delay instead of 30. Perhaps vlc is capped?
