Is it possible to save streaming video that I have inserted marquee text into so that when the file is opened, the marquee text can be viewed with the video. If not, Is there a way of embedding text into a video file so that the video and text would be available for vlc and other media players to view.

yes, you need the sfilter= option of the transcoder.
