Buffering control question

Hi, thanks for this powerful program, It's my #1 choice

I have a general question about buffering, will VLC continue to buffer a media content till it get the full content using the full speed available of network connection, or it uses some technique that only download the amount required to play the media without interruption?

I've heard that Youtube is using some bandwidth throttling technique that it's no longer downloading the full video, but it download just enough portion to continue the playback, and continue to the rest if the user continue watching. Does VLC have that?

I'm doing some research about lost bandwidth, mostly when user request for a media file through a media player but he/she does not play the full file. Any info on this subject would be appreciated.

VLC caches a constant time ahead, like 1.5s, and does not buffer more.
