Video Editing

Hi!
I'm very, very new to the VLC media player--which seems pretty amazing.
However, while I investigated the many video-manipulation features--speed, effects (waves, psychedelic, etc.),color inversion, and all the others I can't remember right now--I noticed, not to my surprise, that there was no option to make these video manipulations/effects permanent on the video file--which, if you could do that, would make VLC into a video-effects editor.
Is there a way to make the various effects permanent on the video?
Also, what are all those effects for if they can't be saved to a particular video (assuming, of course, that they can't)?
