Ticket #5040 is a bug report; it is not a feature request. I reported it when VLC v1.1.10 was still the current version. The fix for it was committed a couple of days before the release of VLC v1.1.11. For some odd reason, it is still not present in VLC v1.1.12.

Can someone explain to me what's going on? Since it is a bug report, the fix should be merged into the VLC v1.1.x branch now. What must I do to get this fix included in VLC v1.1.13? Do I need to start circulating a petition around the VLC community somehow?

Let me see, the thing was fixed one day before 1.1.11 tag, meaning that it was too late already, because of the freeze.

As we don't plan to do more releases in 1.1.x, that's why.

In that case, can you confirm that the fix will be included in VLC v1.2.0? Do you also know approximately when that version will be officially released?
