Transcoding mpeg2ps to mpeg2ts......

Hi ...

I am trying to convert a dvd mpeg2ps file to a mpeg2ts file with cbr of 4MBps...
when i done select anything and simply use sout everything looks fine.... but when i use transcode and select the video and audio decoders the quality of the transcoded file is not good at all.... i have even tried with 8MBps.... the same result.....

what may be the problem.....

the input audio is ac3 but i want mpeg2 in my output ts file.... so i need to transcode.... is it?


one more question......

do i have to transcode if i want to change the size of the video-output ....
i have tried enough .... but the size wont change......
