Playing .avi files on TV

Hello,
I just got a video card with an HDMI port so that I can play videos on my PC on my TV.
The video looks choppy at times. Perhaps this is because the .avi files are 23fps. Are there any VLC settings that can improve this? Like interlacing or something?
