Is this even possible??? Shortcut on ROM disc to launch file

I have a client here who wants me to put a short cut onto a DVD that will launch & play a VOB file when clicked.
The disc is a DVD-Video disc with an additional folder of ROM content, and the client claims to have DVD software installed,
yet the DVD will not load - I suspect she has no DVD player at all, but a Media Player instead.
I am being asked to put a short cut onto the DVD so that when double clicked it will run the VOB file.
I do not think this is even possible, but would welcome either confirmation of this or - better still - a way to actually do this.
AutoRun.inf and AutoPlay.exe apps do not work, it has to be a short cut.
Can I do this, or is she dreaming of the impossible?
What she is after is a way to mimic a desktop shortcut on a DVD-ROM disc.........
