VLC always on top / transparent while using other programs

hi. i need to know if it's possible to, or how to if so:

i want to play a video in VLC, keep it on top of all other applications, have its opacity to about 10% and be able to click on and use other programs normally as i always would be able to, as if VLC wasn't running.

i am able to keep it on top and set the transparency with no problems. what i don't understand is how to be able to use other programs normally. if i try to click on things in other programs, it doesn't work. any solutions to this?

i am using windows 7 pro. thanks.
