Seek problems with DV Video

Hello I'm having problems with this [1] DV Video. Seeking is very glitchy (it works only randomly) and it often stalls on certain frame after trying to seek. The video is really short, only 10 seconds, but 40mb in size. Playback without seeking seems ok, even with deinterlace (the source is PAL interlaced). It seems I get similar results integrating libvlc in my application (I first noticed the impossibility to seek using the api libvlc_media_player_set_position() and after I tried in in VLC media player). I tried enlarge file cache size ( :file-caching=3000) but without improvements.
